The Town Council is the governing body of the Town of Greenville, Florida, and plays a critical role in shaping the policies and legislative framework that guide the Town’s operations. Comprised of five members, each councilmember is elected by Greenville’s residents to serve a two-year term. The Town Council operates under a manager-council form of government, in which the Council sets policy, enacts legislation, and oversees the Town’s strategic direction, while the Town Manager handles the day-to-day administration of Town services.

ROLES AND RESPONSIBILITIES:

The Town Council is responsible for:

  • Policy Setting: As the primary policymaking body, the Town Council establishes the rules, guidelines, and long-term vision for Greenville’s governance. The Council is tasked with ensuring that the policies they set are in the best interests of the residents and promote the health, safety, and welfare of the community.
  • Legislation: The Town Council passes local laws, known as ordinances, and adopts resolutions to regulate Town matters, establish standards, and provide for the orderly governance of the community. Ordinances can address a wide range of issues, from zoning and land use to public safety and financial management.
  • Budget Approval: The Council is responsible for approving the Town’s annual budget, which reflects the priorities for Greenville’s development, services, and infrastructure. The budget outlines how the Town’s financial resources will be allocated, ensuring transparency and accountability in the management of public funds.
  • Public Representation: Councilmembers serve as the voice of the community, representing the needs, concerns, and interests of Greenville’s residents. They are accessible to the public and encourage citizen participation in the decision-making process.

COUNCIL’S ROLE IN A MANAGER-COUNCIL GOVERNMENT:

In the manager-council form of government, the Town Council is focused on strategic oversight and policy direction, leaving the day-to-day administrative operations to the Town Manager. This separation allows the Council to focus on legislative matters, long-term planning, and fiscal oversight, while the Town Manager ensures that the Council’s policies and directives are effectively implemented.

  • Strategic Leadership: The Town Council provides guidance to the Town Manager through the creation of policies and strategic objectives. While they determine the direction of the Town’s development, they delegate the execution and management of these plans to the Town Manager and staff.
  • Non-Administrative Role: Unlike a mayor-council system, where councilmembers may have a more direct role in operational functions, in the manager-council form of government, councilmembers do not engage in the day-to-day operations of the Town. This means that while they may set policies and approve important decisions, they do not involve themselves in administrative details such as hiring staff, managing public works, or overseeing routine services.
  • Town Manager Appointment: One of the Town Council’s most important responsibilities is the appointment of the Town Manager, who serves as the Town’s chief administrative officer. The Town Manager works under the Council’s direction and reports regularly on the status of Town operations, finances, and major projects. The Town Manager is one of three charter officers, along with the Town Clerk and Town Attorney, appointed by the Town Council.

TOWN COUNCIL STRUCTURE:

  • Five Elected Members: The Town Council consists of five elected members who each serve two-year terms. Councilmembers are elected by the residents of Greenville during regular elections and may serve consecutive terms.
  • Mayor: From among its members, the Town Council selects a Mayor, who serves as the ceremonial head of the Town and presides over council meetings, as well as a Vice Mayor who assumes the Mayor’s duties in her or his absence. While the Mayor holds a leadership role within the Council, this position does not grant additional administrative powers, as those responsibilities rest with the Town Manager.
  • Leadership: The current Mayor is Ryan Kornegay, and the Vice Mayor is Robin Housh.

PUBLIC MEETINGS AND TRANSPARENCY:

The Town Council is committed to transparency and regularly holds public meetings, where residents can participate, voice their concerns, and stay informed about Town decisions. The Council encourages community engagement and ensures that the decisions they make are aligned with the needs of the people of Greenville.
